Project title: Shelter and Access for Empowerment and Risk Reduction (SAFERR) - NGO Atina is implementing a project "Shelter and Access for Empowered Refugees", with the support of Catholic Relief Services – United States Conference of Catholic Bishops (CRS), which is being financed by the Department for International Development of the United Kingdom (DFID).

 

INTRODUCTION

NGO Atina was founded in 2003, as a response of women's movement activists in Serbia to the issue of human trafficking and the lack of adequate programs for long-term support of the victims and assistance in social inclusion. At the time, there were several organizations active in this field, which were providing short-term and non-structured assistance to victims of human trafficking - through accommodation in shelters and counseling through a hotline. NGO Atina’s idea was to transfer focus from the basic assistance programs (which are completely insufficient to make long-term effects in taking care, and inclusion, of identified victims of human trafficking) toward more general approach, based on the awareness and respect of human rights, mainly rights determined by the Convention on Elimination of all Forms of Discrimination Against Women, and the Convention on the Rights of the Child, through prevention of gender-based violence, influence on causes for entering into the trafficking situation and empowerment of victims of this form of violation of human rights. NGO Atina’s aim is to support the transition process in Serbia toward development of a society which will fully respect the rights of women and children. It stands for establishment of equal status of all members of society in public and private spheres, through identification of, and struggle against, gender-based marginalization, discrimination and violence, and provision of direct assistance and support in reintegration of victims of trafficking and sexual and labor exploitation. More specifically, the aim of Atina's work is to create a sustainable system for the social inclusion of marginalized and multiple discriminated groups (above all - victims of trafficking and other forms of exploitation). In the context of the refugee crisis, Atina has provided support through mobile teams with a focus on women and children victims of trafficking and gender-based violence and, as such, has provided support for tens of thousands of refugees. Mobile teams consist of professionals who speak fluently Arabic, Farsi and Urdu, cultural mediators, licensed professional workers, psychologists and special educators, who are specialized in working with people who experienced some sort of violence or human trafficking. NGO Atina is also supporting women and girls refugees through Shelter/Temporary House for those who have survived gender-based violence or human trafficking. Temporary House allows beneficiaries to, beside accommodation and food, also meet other needs, such as: regulation of civil-legal status, mediation in exercising rights with relevant institutions, literacy and learning, medical care, health counseling, legal counseling, family support, support in alternative education (workshops, etc.), help in finding a job, and other forms of assistance and support if such a need arises.

 

RATIONALE

As of October 12, 2016, a total of 168,368 refugees and migrants traveled through Turkey and by sea to Greece this year, in hopes of traveling onward through the Balkans to reach Western European countries. Of these, 47% were from Syria, 24% from Afghanistan, 15% from Iraq, 5% from Pakistan, 3% from Iran and the remaining 5% from other countries. The majority are men (42%) followed closely by children (37%) and women (21%).

Stranded refugees: Since the complete closure of the Former Yugoslav Republic of Macedonia’s (FYROM) border and the implementation of the EU-Turkey deal in March 2016, increasing numbers of refugees are stranded in transit countries. UNHCR, border police and NGO partners estimate that there are approximately 59,500 refugees and migrants in Greece, 6,300 in Serbia, 5,000 in Bulgaria, 220 in FYROM and 770 in Albania. Although FYROM and Albania do not currently host large numbers of refugees, CRS partners estimate that several hundred pass through illegally on a daily basis.

Protection needs of refugees vary but most face a range of risks including unsafe shelter; the risk of physical harm because of trafficking, smuggling, forced labor, gender-based violence (GBV) and domestic violence; and legal challenges because of lack of documents and access to services.

Legal options in different countries significantly affect refugee’s risk factor. Those who apply for relocation or asylum often face long delays until a decision is made. During this wait time, many are in closed camps without privacy or access to information and services. Those who are ineligible for relocation or asylum and those who pass borders illegally are vulnerable to the exploitative and abusive practices of well-established smuggling and trafficking networks, hidden from the scrutiny of government and NGOs.

 

SCOPE OF WORK

Expert in training the trainers for human trafficking and gender-based violence issue will actively work on creating a Methodology for training Expert, Program for training the trainers and conducting the training, Mentoring program and conducting the mentoring. The aim of the Expert activities will be to raise capacity of NGO Atina’s staff to conduct training sessions throughout Serbia for more than 200 professionals on human trafficking and gender-based violence issues in order to raise awareness and capacity of the system to recognize survivors from refugee/migrant population promptly.

In order to achieve this aim the Expert in training the trainers for human trafficking and gender based-violence issue should conduct specific activities:

  1. Develop Training Program – conduct assessment of NGO Atina’s staff capacity – previous training experience, expertise field; develop program (agenda) for Program training the trainers for raising capacity of NGO Atina’s staff to conduct the training for professionals throughout Serbia on human trafficking and gender-based violence issues (aim, steps, relevant topics, sessions based on previously conducted assessment, outcomes, individual approach, etc.)
  2. Conduct the training for trainers – organize and conduct the training sessions on various topics – communication skills, methodology of holding the training, how to resolve conflicts on training, how to make interactive training with exercise, agenda, capacity of attendees of the training, evaluation and reporting of the training. The training must have evaluation form, entry and exit test that will provide feedback on improved skills.
  3. Conducting the mentoring – conducting the mentoring that will consist of a plan of development, consultations - oral and written, lectures, meetings, and progress report for each person.
  4. Designe training program for four one-day traninings - development of agenda, program, materials, and organizational structure 
  5. Reports for conducted training and mentoring – the report will present achieved results from the training for trainers, achieved results for each person for which was conducted mentoring before and after giving the training for professional on human trafficking and gender based violence – progress report for each person,  used instruments for mentoring,

 

OBLIGATIONS AND RESPONSIBILITIES OF THE Expert in training the trainers for human trafficking and gender-based violence issue are to:

-          Become familiar with the previous training experience of NGO Atina’s staff – developed programs;

-          Conduct assessment of NGO Atina’s staff capacity;

-          Develop Methodology for training Expert - develop methodology for Program for training the trainers, develop methodology for Mentoring program;

-          Conduct the training for trainers and reporting;

-          Conduct mentoring and reporting;

-          Establish contacts with different actors (social protection) in order to gather valuable information about human trafficking and gender-based violence among refugee/migrant population;

-          Designe training program for four one-day traninings - development of agenda, program, materials, and organizational structure 

-          Write Reports for conducted training and mentoring

BUDGET:

The total cost should cover all preparatory work regarding data collection, communication costs between Project team, consultants and organizations (e-mail, telephone, fax, mail).

 

 

 

BIDDING PROCEDURE

Interested consultant should develop and submit the bidding proposal in English language to respond to above-mentioned specific tasks no later than January 11, 2017. The bidding proposal should include:

1. Description and contact details of the expert applying;

2. A clear description of the methodological approach;

3. A detailed Budget Proposal (in the required form);

4. CV of expert involved emphasizing only relevant experience;

5. Past performance in similar areas of a consultant applying, with reference of previous contracting agencies.

 

SELECTION CRITERIA

Project team will make a decision on the selection of the most successful bidder, subject to the available budget, on the following four criteria:

  • University degree in the relevant field;
  • A minimum of 3 years of relevant experience;
  • Experience of the candidate in performing similar projects or programs;
  • An example of previous work as a reference of previous experience is desirable.

 

DEADLINE FOR SUBMISSION OF BID

All bids need to be submitted no later than January 11, at 5 PM in electronic form, to the email marija.cvejic@atina.org.rs. A selection will be made no later than January 12, 2017 and the selected consultant will be contracted no later than January 13, 2017.
