Project title: Shelter and Access for Empowerment and Risk Reduction (SAFERR) - NGO Atina is implementing a project "Shelter and Access for Empowered Refugees", with the support of Catholic Relief Services – United States Conference of Catholic Bishops (CRS), which is being financed by the Department for International Development of the United Kingdom (DFID)

INTRODUCTION

NGO Atina is delivering training for professionals who could be or are in contact with refugees, migrants and asylum seekers in Serbia. The goal of trainings is for them to more effectively recognize and react on human trafficking and gender based violence, and as well protect rights of children refugees and asylum seekers and to establish more prompt and adequate intersectoral cooperation. Training will be delivered in Banja Koviljaca, Sjenica, Belgrade and Bujanovac.

SCOPE OF WORK

Lecturer on human trafficking and gender based violence topics will actively work on raising capacity of professionals from institutions and non-governmental organizations that work at the field in order to provide prompt and comprehensive assistance to most vulnerable refugees – women, girls and children who survived human trafficking and gender based violence or are in risk of it. The main objective of the lecture is not just to raise knowledge and skills of participants about mapped issues (human trafficking and gender based violence), but also to generate participants to recognize cases at the field and activate protection system promptly. Lecturer on human trafficking topics should conduct 4 lecture sessions in four cities or municipalities in Serbia for 100 professionals that work at the field with refugees and migrants. In order to achieve the aim Lecturer of human trafficking and gender based violence should conduct specific activities:

1.    Develop presentation of lecture on the subject of human trafficking and gender based violence – with aims and outcomes of the lecture with information regarding this topic, specifically for international standards, national regulatory and normative framework to protect victims of human trafficking and gender based violence.

2.    Conduct lecture on human trafficking topic that will be a part of training program on gender based violence, human trafficking, protection of refugees and intersectoral cooperation – the lecture will be conducted in four cities Banja Koviljaca, Sjenica, Belgrade and Bujanovac, for 4 groups of 25 participants, in total for 100 participants.

3.    Report for conducted lecture – the report will be the part of the final report of the each conducted training

OBLIGATIONS AND RESPONSIBILITIES OF THE Lecturer on human trafficking topics ARE TO:

·         Develop presentation of lecture on the subject of human trafficking and gender based violence– with aims and outcomes of the lecture and with information regarding this topic, specifically for international standards, national regulatory and normative framework to protect victims of human trafficking and gender based violence victims.

·         Conduct lecture that will be a part of training program on gender based violence, human trafficking, protection of refugees and intersectoral cooperation – the lecture will be conducted in four cities or municipalities – Banja Koviljaca, Sjenica, Belgrade and Bujanovac for 4 groups of 25 participants, in total for 100 participants

·         Report for conducted lecture – the report will be the part of the final report of the each conducted training

·         Establish contacts with different actors (social protection, judicial) in order to gather valuable information about refugee woman and girls;

·         Participate in coordination meetings with trainers for training sessions  

·         Attend meetings with project manager and staff of NGO Atina;

These activities should finish by 31st of May 2017.

BUDGET:

NGO Atina will negotiate number of days of engagement with the selected trainers on the basis of the financial offer (gross amount) that will classify the following:

The total cost should cover all preparatory work regarding conducting the scope of work

(e-mail, telephone, fax, mail).

BIDDING PROCEDURE

Interested lectures should develop and submit the bidding proposal in English language to respond to above mentioned specific tasks no later than April the 4th, 2017. The bidding proposal should include:

1. Description and contact details of the experts applying;

2. Presentation of lecture

3. A detailed Budget Proposal (in the required form);

4. CV of experts involved emphasizing only relevant experience;

SELECTION CRITERIA

Project team will make a decision on the selection of the most successful bidder, subject to the available budget, on the following four criteria:

·         University degree in the relevant field;

·         A minimum 10 years of relevant experience;

·         Experience of the candidates in performing similar projects or programs;

·         An example of previous work as a reference of previous experience is desirable.

DEADLINE FOR SUBMISSION OF BID

All bids need to be submitted no later than April the 3rd  2017 at 17:00h in electronic version, to the email marija.cvejic@atina.org.rs(link sends e-mail). A selection will be made no later than 4th April, 2017 and the selected consultant will be contracted no later than April the 5th, 2017.
