Terms of reference for the Trainers of professionals in the field of protection of children among population of refugees, migrants and asylum seekers and interesectoral cooperation between relevant stakeholders

Project title: Shelter and Access for Empowerment and Risk Reduction (SAFERR) - NGO Atina is implementing a project "Shelter and Access for Empowered Refugees", with the support of Catholic Relief Services – United States Conference of Catholic Bishops (CRS), which is being financed by the Department for International Development of the United Kingdom (DFID)

INTRODUCTION

NGO Atina is delivering training for 200 professionals who could be or are in contact with refugees, migrants and asylum seekers in Serbia. The goal of training are for them to more effectively recognize and react on gender based violence and human trafficking, and as well protect rights of children refugees and asylum seekers and to establish more prompter and adequate intersectoral cooperation. Training will be delivered in seven towns in Serbia in Subotica, Sremska Mitrovica, Banja Koviljaca, Belgrade, Sjenica, Vranje and Presevo.

SCOPE OF WORK 

Trainers of professionals in the field of protection will actively work on raising capacity of institutions and non governmental organizations that work at the field in order to provide prompt and comprehensive assistance to most vulnerable refugees – women, girls and children who survived gender based violence, human trafficking or are in risk of it. The main objective of the training is not just to raise knowledge and skills of participants about mapped issues (gender based violence, human trafficking, children rights, intersectoral cooperation), but also to generate participants to recognize cases at the field and activate protection system promptly. Trainers of professionals in the field of protection –children rights and intersectoral cooperation should conduct 16 days of training in seven cities or municipalities in Serbia for 200 professionals that work at the field with refugees. In order to achieve the aim trainers of professionals in the field of protection – children rights and intersectoral cooperationshould make in total training of 8 days of human trafficking issue and 8 days gender based violence perspective. Following activities should be activities:

  1. Participating in development of scenario and agenda of training for each specific topic (protection of children refugees and intersectoral cooperation)
  2. Conduct training for each specific topic (protection of children refugees and intersectoral cooperation) – the trainings will be conducted in seven cities or municipalities – Belgrade, Subotica, Sremska Mitrovica, Banja Kovijaca, Sjenica, Vranje, Presevo, for 8 groups of 25 participants, in total for 200 participants that will have four days of training – one day training on children rights and one day training on interectoral cooperation. The hired trainers will have to conduct 16 days of trainings.
  3. Report for conducted trainings – trainers will provide reports for each conducted topic of the training – which instruments and workshops were conducted, number of participants, expectations of participants, tests and percentage of gained skills and knowledge, results of evaluation and etc.

OBLIGATIONS AND RESPONSIBILITIES OF THE Trainers of professionals in the field of protection – gender based violence and human traffickingARE TO:

  • Participating in development of scenario and agenda of training for each specific topic (protection of rights of children and intersectoral cooperation)
  • Conduct training for each specific topic – the trainings will be conducted in seven cities or municipalities – Belgrade, Subotica, Sremska Mitrovica, Banja Kovijaca, Sjenica, Vranje, Presevo, for 8 groups of 25 participants, in total for 200 participants that will have four days of training – one day training on protection of rights of children and one day training on interesectoral cooperation. The hired trainers will have to conduct 16 days of trainings.
  • Report for conducted trainings – trainers will provide reports for each conducted topic of the training – which instruments and workshops were conducted, number of participants, expectations of participants, tests and percentage of gained skills and knowledge, results of evaluation and etc.
  • Establish contacts with different actors (social protection, medical protection) in order to gather valuable information about refugee woman and girls;
  • Organize and conduct coordination meetings between trainers for delivering trainings;
  • Attend meetings with project manager and staff of NGO Atina;
  • Write regular reports and send them to mentoring expert;
  • Coordinate all activities with project managment of NGO Atina

These activities are to last four months and should finish by 20th of June 2017.

BUDGET:

NGO Atina will negotiate number of days of engagement with the selected trainers on the basis of the financial offer (gross amount) that will classify the following:

The total cost should cover all preparatory work regarding conducting the training for professionals

(e-mail, telephone, fax, mail).

 

BIDDING PROCEDURE

Interested trainers should develop and submit the bidding proposal in English language to respond to above mentioned specific tasks no later than 4th of March, 2017. The bidding proposal should include:

1. Description and contact details of the experts applying;

2. A clear description of the methodological approach

3. A detailed Budget Proposal (in the required form);

4. CV of experts involved emphasizing only relevant experience;

5. Past performance in similar areas of a consultant applying, with reference of previous contracting agencies.

SELECTION CRITERIA

Project team will make a decision on the selection of the most successful bidder, subject to the available budget, on the following four criteria:

  • University degree in the relevant field;
  • A minimum of 3 years of relevant experience in delivering trainings
  • Experience of the candidates in performing similar projects or programs;
  • An example of previous work as a reference of previous experience is desirable.

DEADLINE FOR SUBMISSION OF BID

All bids need to be submitted no later than 3rd March 2017 at 18:00h in electronic version, to the email marija.cvejic@atina.org.rs. A selection will be made no later than 4th March, 2017 and the selected consultant will be contracted no later than 6th March, 2017.
